Earlier this month, an injustice and misuse of power took place in the halls and offices of our city and county commissioners. Within a few hours of each commission meeting, the city of Miami and Miami Dade County appropriated millions of dollars to a private sector and guaranteed millions more in debt obligations without a city wide referendum or initiative. Funds were reallocated from one of the most impoverished district within the United States to projects that in the past would not have been financed by CRA dollars. Projects which have been rejected in the past by both constituents and public officials were bundled and neatly package to receive majority support. As the residents of city district 5 and county district 3 unwrap our commissioners gifts on Christmas day, many questions were left unanswered.With future property tax cuts, a fragile housing market and economic uncertainty, how does it benefit the city to relocate the Florida Marlins current operating staff, management and all Employees to a new stadium at a cost of over 500 million to all parties?What are the relations of the CRA’s as it relates to comprehensive land use plans and public participation in the Interlocal Global Agreement?The estimated net present value of the additional tax increment revenues to the County for use towards payments of County PAC Bonds and loans is approximately $100 million. With the PAC operating in the red, are we expecting the county to bail out the PAC again in the near future at the expenses of the states most under funded and mismanaged district?Under the Global Agreement, funding for the Museum Park and the Port Tunnel will come from OMNI CRA tax increment revenues. Are we basing those revenues on incorrect forecasting of property tax dollars that may change based on the state early 2008 referendum of property tax reform? What are the benefits of relocating the Miami Art Museum and the Planetarium to a completely new site without the financial support of the private sector as proposed previously when these items were discussed apart from the Global Agreement? With The PAC, running in the red, would it not make sense in dollars to convey space from the PAC to those entities? Have the option of relocating the Miami Art Museum and The Planetarium to the PAC been studied and evaluated
